TEXT BALLOT PROPOSITION
The following is the full proposition presented
to the voters by the Bear Valley Unified School District.
“Shall Bear Valley Unified School
District repair local schools, sites, replace deteriorating portable
classrooms, improve student safety conditions, upgrade electrical wiring to
accommodate technology, install energy efficient heating/ventilation systems,
repair, acquire, construct, and equip school libraries, classrooms, cafeterias,
plumbing/restrooms, qualify for State matching funds, by issuing $25,000,000 of
bonds at legal interest rates, appoint a Citizens Oversight Committee and
perform annual audits to ensure that no bond money is used for administrators’
salaries?”
In
believing that it is important to provide the same school facilities and
technology to Bear Valley children as those in other California school districts,
the Board of Trustees of the Bear Valley Unified School District has evaluated
safety, class size reduction, and information technology needs in developing
the scope of school facility projects to be funded, as outlined in the
District’s Long Range Facilities Study, as shall be amended from time to time,
and on file in the office of the District Superintendent, including the
following projects:

Listed repairs, rehabilitation projects and upgrades
will be completed as needed at a particular site. Each project is assumed to include its share
of equipment, architectural, engineering, and similar planning costs,
construction management, and a customary contingency for unforeseen design and
construction costs. The allocation of
bond proceeds will be affected by the District’s receipt of State matching
funds and the final costs of each project.
The budget for each project is an estimate and may be affected by
factors beyond the District’s control.
The final cost of each project will be determined as plans are
finalized, construction bids are awarded, and projects are completed.
The expenditure of bond money on
these projects are subject to stringent financial
accountability requirements. Performance
and financial audits will be performed annually, and all bond expenditures will be monitored by an independent Citizens Oversight Committee
to ensure that funds are spent as promised and specified.
No
Administrator Salaries. Proceeds
from the sale of the bonds authorized by this proposition shall be used only
for the construction, reconstruction, rehabilitation, or replacement of school
facilities, including the furnishing and equipping of school facilities, and
not for any other purpose, including administrator salaries and other operating
expenses. By law, all funds can only be
spent on the repair and improvement projects.
NOTICE IS FURTHER
GIVEN that 5:00 p.m. on August 23, 2002 is the last day and
hour that arguments for or against the measure may be filed with the San
Bernardino County Registrar of Voters office.
Arguments shall not exceed 300 words in length and shall be accompanied
by the statement set forth in Section 9600 of the Elections Code.

NOTICE
IS ALSO FURTHER GIVEN pursuant to Elections Code Section 12109, that the
Registrar of Voters office is designated as the Central
Counting Place for all the ballots casts in the
Bear Valley Unified School District Special Bond Election.

IS ALSO HEREBY GIVEN that the polls will open at 7:00
a.m. and close at 8:00 p.m.
